/api/recs/definitions/{scope}/{code}
Overwrite an existing rec definition identified by scope and code.
The update request has the same required fields as create, apart from the identifier.
Properties are merged rather than overwritten - each property supplied is set, a property supplied with a null
value is deleted, and any property not supplied is left unchanged.
